Berlin Plans Major Expansion of Container Facilities for Refugee Accommodation

The city of Berlin is turning to modular container solutions to address a pressing social challenge. In late 2025, the city senate passed a resolution to build 16 new container accommodation facilities across nine districts-.

This large-scale housing container programme aims to create up to 6,130 new places to decentralize refugee accommodation-9. The planned facilities range from multi-storey dormitories to single or three-storey buildings with individual flats, showcasing the versatility of container-based construction.

Facing rising numbers, Governing Mayor Kai Wegner stated that these 16 locations are necessary to "give us some breathing space," while acknowledging that more such solutions may be needed in the future. This commitment underscores the role of container facilities as a critical, rapid-response infrastructure in urban planning.
